Resources are needed to sustain the war
The map study is about the development of the property, and the costs have to be shared between the current needs and the reinforcement for the next steps.
There's a campaign and a local Hotseat.
You can go through history alone or make separate matches. Hotseat is designed to play in turn on one computer.
