Oxygen limits the route
The dive needs to be planned with regard to air, food, and water; the bottom find must still survive the return journey.
Deepness opens through preparation
Tools, transportation and improvements allow for the extraction of rare materials and the exploration of more dangerous areas.

Underwater modules are needed for storage, air recharge and transport; depth requires consideration of the strength of the facility.

There is no built-in co-operative, and much of the tension is related to unknown, dark, and finding a way among marine creatures.
