Buildings should work as a single prison
Place rooms that take account of people's movements and security, and the poor routes make maintenance and control difficult.
It's not enough to have guards alone.
Psychologists, doctors and other professionals do different tasks, and the state needs to match the number of prisoners and the number of programs chosen.
